Tamil Nadu Medical Counselling 2025: A Step-by-Step Guide for Aspiring Doctors

Fee Structure During Counselling 
Application Fee
  • ₹500 (Govt Quota)
  • ₹1000 (Management Quota)
Counselling Registration Fee
  • ₹500 (Govt Quota)
  • ₹1000 (Management Quota)
Security Deposit
  • ₹0 – Govt Colleges
  • ₹30,000 – Govt Quota in Private Colleges (incl. CMC Vellore)
  • ₹1,00,000 – Management/NRI Quota

Exemption for SC, SCA, SC Converted Christians, ST

Tuition fee payments are handled online, making the process more efficient.

Note : The Medical Counselling Committee (MCC) refunds the security deposit paid by candidates while registering for the NEET counselling process. In case a candidate is not allotted any seat even after the completion of all the rounds of the counselling, or withdraws the seat, MCC refunds the security deposit.

Detailed Breakdown of Counselling Rounds ( including reallotment and mop-up rounds)

Round 1

  • Initial seat allotment takes place without any exit penalty. Candidates can accept or reject seats freely, or can chose for reallotment and participate in Round 2.

Round 2 (New 2025: Willing for Reallotment)

  • This is a critical round termed as the “second round willing for reallotment (this is new for this year 2025).” Candidates who get seats in the first round can choose to exit without penalty or opt for reallotment to a better seat in the second round.
  • Note : In the Second round, if candidates paid the tuition fees and joined the college, willing for reallotment to third round and doesn’t ask for free exit, then suddenly if the candidate choose to resign the seat after the starting of third round, then the candidate have to pay the penalty of Rs 10 lakhs.
Round 3

  • At this stage, the process becomes stricter. Free exit is no longer allowed, and candidates are required to pay a discontinuation fee of Rs Rs 10 lakhs if they decide to withdraw from the seat. Additionally, there is no refund for security deposit and tuition fees paid in the second round.

Round 4 (Stray Vacancy)

  • This is the last or stray vacancy round, which fills leftover seats. It is a must join round. Here additional security deposit of Rs 5 lakh to paid. After allotment of the seat, if not joined, the candidate cannot participate in 2026 counselling. Additionally, the candidate must pay a significant discontinuation fee (up to ₹10 lakh) and there is no refund for security deposit and tuition fees), which discourages withdrawal and ensures commitment.
  • Fresh choice filling is required for every round.

Govt Colleges:
  • 36 colleges (5050 seats) + 1 ESIC College (150 seats)
  • Total: 5200 seats
         800 – All India Quota
    •    4400 – TN Counselling
Private Colleges:
  • 22 colleges → 3500 seats
    •   35% Management Quota (incl. AIQ)
    •   50% Minority Quota
Private State Universities: 550 seats
Deemed Universities: 2750 seats (under AIQ) 

Grand Total

  • All India Quota: 3550
  • Tamil Nadu Seats: 8450

Eligibility & Certificate Verification 
Mandatory:
  • Proof of Study (student academic history & eligibility)
  • Community Certificates (student + one parent)
  • NEET Admit Card
  • Birth Certificate
  • 8 Passport-sized Photos
  • 3 copies of all documents
Only candidates meeting all criteria will proceed in counselling.
