Under the Biden administration, the AI Diffusion Framework sought to balance AI’s civilian benefits with the risk of its misuse for defense purposes. By categorizing countries into three tiers — trusted allies, neutral partners, and adversarial nations — the U.S. aimed to control which countries could access advanced AI technologies developed domestically.

While India fell into Tier 2 — allowed access through licensing — countries like Russia and China were effectively blacklisted, with restrictions intended to curb the potential militarization of AI.

However, critics argue that such restrictive frameworks could backfire:
✅ Countries excluded from access may double down on developing indigenous AI capabilities — as seen with China’s advancements like DeepSeek.
✅ Over-regulation could fracture global collaboration in AI research, limiting shared progress in healthcare, education, and climate innovation.
✅ Treating AI like nuclear material — purely as a strategic asset — risks stifling its transformative potential for positive, civilian applications.

The Trump administration has since repealed the original framework but introduced new measures, such as blacklisting specific companies and adding tracking mechanisms for AI chips. These new restrictions, critics warn, might simply be a rebranded version of the same protectionist mindset.

Ultimately, AI proliferation needs to be encouraged responsibly, with frameworks that ensure security without isolating countries or undermining global innovation. Collaboration, not confrontation, will determine whether AI’s promise can truly benefit humanity.
